MINUTES OF THE MEETING OF ABENBURY COMMUNITY COUNCIL HELD ON 10th November 2014 AT ABENBURY COMMUNITY CENTRE

 

PRESENT: Councillor R Squire (in the Chair), R Jones, I Squire, and TAG Williams. R G Lowden arrived at 19.40. 

                   

APOLOGIES: Councillors P R Done and A Reeves.

 

ALSO PRESENT: Clerk – W S Nott, Michael Morris (Wrexham CBC)

52   MEMBERSHIP OF THE COUNCIL

       

At the commencement of the meeting the Council held a minute silence to remember Councillors Eric Williams and Mel Roberts who had both served the Council well over many years.

The Clerk reminded the Council that there was also a current vacancy which meant that there were now three vacancies. It was agreed to go through the formal process but to consider a leaflet drop in the New Year.

 

Cllr TAG Williams was duly elected as Vice Chair.

 

 53   MINUTES

 

Minutes of the Meeting held on 13th October and the special meeting held on the 27th October 2014 were confirmed and signed as a correct record, except that Cllr Ray Jones was present at the meeting held on the 13th.

 

 54  MATTERS ARISING

 

Cllr Morris reported on the query raised by Cllr Done regarding an earlier planning application. The permission was for a single unit and that the notice referred to was for another but separate development.

The Chair reported on his attendance at the Wrexham Council budget meeting. It was clear that the Council had difficult issues to consider in setting next year’s Budget.

The Clerk said that at the last meeting it had been agreed to seek quotes for a “rotating item” or the play area. He had now received these but was still awaiting a recommendation from Wrexham CBC. It was AGREED to defer further consideration until the next meeting as there were also some other potential projects to consider.

55  POLICING MATTERS

 

PCSO Dave Jones submitted his report for October. There had been 17 incidents, 2 violence against the person, 3 burglary other than a dwelling, 1 theft from a vehicle, 2 cases of theft & handling, 3 of criminal damage, 3 of arson, 2 of fraud and 1 case of shoplifting. There had been an increase in Anti social behaviour with 14 incidents. One of the cases of criminal behaviour was damage to the Council Notice board but it appeared that the suspects were below the age of criminal responsibility.

Members expressed concern regarding a recent significant increase in anti social behaviour and gave details to the PCSO, who agreed to deal with the issue as a matter of priority, who asked that any occurrence should be reported.

Consideration will be given to CCTV in Pentre Maelor and Cllr Morris agreed to pass on information to the Clerk for discussion at the next meeting.

 

The Chair said that he had met the PCSO for the Industrial Estate and it was hoped he would be able to attend future meetings.

 

56   FINANCIAL MATTERS, PRECEPT AND ACCOUNTS

The following payments were authorised:

Wrexham CBC – Quarterly Street Light Maintenance – £79.66

Village & Urban – parts for repair to NoticeBoard – £30.00

 

DONATIONS

    The following donations were approved:

North Wales Deaf Society – £50.00

Victim Support – £30.00

Splash Community Trust – £50.00

Llangollen International Musical Festival – £40.00

Hope House – £50.00

In Memory of Councillors Williams and Roberts

The Hospice at Home Team – £50.00

 

     BANK BALANCES

     The Current account contained £24,273.63 and the Reserve Account contained £5,470.41

SERVICE LEVEL AGREEMENTS

  1. Management & Maintenance of Play Areas – AGREED to continue with Wrexham CBC.
  2. Community Council Street Lighting – Members noted the significant increase proposed and AGREED that the matter be referred to the Joint Community Council & Wrexham Council meeting for discussion and that Wrexham be asked for their comments in the meantime.

 

  57  CORRESPONDENCE AND CLERK’S REPORT

 

The Clerk gave a summary of the items of correspondence received, which included:-

  • Wrexham CBC – Rough Sleepers Count – Request for information. Not aware of problem in Community Council area but problem exists near War Memorial Club in town.
  • Wrexham CBC – Town & Community Council Forum – notice of meeting. Noted
  • FCC Environment Meeting – attended by Chair.
  • Independent review Panel for Wales – Annual Report. Noted and rates for allowances etc for Community Council adopted.
  • Aled Roberts AM – notice of surgeries. Noted.
  • Meeting with Lee Robinson Wrexham CBC Director. Chair, Vice and Clerk to attend.

 

  58   PLANNING

P/2014/0790 – External alterations to ISPEN Biopharm, Ash Road North, Wrexham Industrial Estate.

No objection.

 

   59 MEMBERS REPORTS

Cllr Iris Squire asked about work being done on the grass verges on Bridgeway West. (Subsequent to the meeting the MoJ confirmed that they had indeed continued with the planting of bulbs etc despite initially saying it had been cancelled).

 

   60 DATE AND TIME OF NEXT MEETING

The next Ordinary Meeting would be held on MONDAY 12th January 2015 at 7.00 pm at Abenbury Community Centre.
