MINUTES OF THE MEETING OF ABENBURY COMMUNITY COUNCIL HELD ON 14th April 2014 AT ABENBURY COMMUNITY CENTRE

PRESENT:

89      MINUTES

 

Minutes of the Meeting held on 10th March 2014 were confirmed and signed as a correct record.

 

90       MATTERS ARISING

 

The Clerk sought confirmation of names for the four places offered for the visit to Dovegate. It was noted that the Vice Chair and Mel Roberts were unavailable and that Cllr Arthur Reeves as reserve would attend with Cllr Iris Squire. The Clerk said that he had received an update from the MoJ as promised (copy circulated) and that he had received an early copy of the Wrexham CBC newsletter which would be circulated widely over the next couple of weeks. The copy would be placed on the Noticeboard.

The Chair gave a report on the debate on the Prison held by the institute Of Welsh Affairs.

 

91    POLICING MATTERS

 

PCSO Dobby was congratulated on becoming a father. He also announced that as he was starting his PC training at the end of the month that he would not be attending future meetings. Members wished him well in his new role.

PCSO Dobby then presented the crime report for the Holt ward. These included 6 Burglaries, 6 Burglaries other than a dwelling, 2 Theft from vehicles, 9 cases of Theft and Handling, 1 unauthorised taking of a motor vehicle, 4 other Criminal offences and 2 cases of anti social behaviour. These figures represented a significant increase in cases and Members expressed their concerns. PCSO Dobby indicated that there had been a general increase across the whole of the Wrexham area. He confirmed that Burglaries continued to be the priority. It was agreed that the Clerk should write to enquire what was happening to the PCSO supposedly dedicated to the Industrial Estate.

 

93  RESIGNATION

 

       Members noted the resignation of Graham Marsh and asked the Clerk to write to thank him for his contribution to the Council. The Clerk reported on the procedure and that the appropriate notices would need to be put up on the Notice Boards.

 

94    FINANCIAL MATTERS, PRECEPT AND ACCOUNTS

 

PAYMENTS

The following payments were authorised:

Wrexham CBC – Employer Costs – £418.20

Wrexham CBC – Swings at Maes Brenin – £1770.00

 

95    CORRESPONDENCE AND CLERK’S REPORT

 

The Clerk gave a summary of the items of correspondence received, which included:-

  1. Wrexham CBC – Service Level Agreement – Play Areas. Agreed and signed by Chair.
  2. Wrexham CBC – Street Lighting Maintenance Agreement. Agreed and Clerk to confirm.
  • Wrexham CBC – Annual Meeting of Council – invitation – declined
  1. One Voice Wales – Euro Elections – 22nd May offer of resources – noted
  2. Urdd – Programme for Meirionnydd Eisteddfod – 26th – 31st May – noted
  3. Welsh Government – Legislative Reform (Payments by Community Councils – abolition of “two signature” rule – email with draft report. Noted and agreed to continue to require two signatures.
  • Welsh Government – Local Government (Wales) Measure 2011 – provisions to strengthen role of Community Councils – email with report. Clerk to provide further report.
  • Wrexham Civic Society – newsletter. Noted
  1. Llyr Gruffydd AM – Poster. Not agreed. Clerk to put together Contact Sheet for NoticeBoards.
  2. Glasdon – Brochure. Noted.
  3. Sia – thank you letter
  • Kidney Wales – thank you letter

96    WEBSITE UPDATE

 

The Clerk provided an update report and a screen shot of the current version. There was still some work to do but it was now up and running.

 

97   PLANNING

   

The Chair raised the issue of whether planning permission was needed by Owens for the parking etc of over 50 lorries at a site on Clywedog Road. Cllr Morris said he would make enquiries.

 

Applications

 

  • P/2014/0195 – Outline Application for Industrial Unit and associated access, Abenbury Way. No objection in principle but concern that no end use indentified, other than obscure reference to Health Service. Any permission should have noise restrictions because of proximity to houses.
  • P/2014/0214 – Retention of 25M High Telecommunications Mast etc, Land at LLwyn Onn Reservoir, Cefn Road. Objection as this should have been dealt with before and the previous conditions enforced.
  • P/2014/0138 – Extension of time for Commencement, land south of Apex Centre, Clywedog Road South. No objections.
  • Wrexham Energy Centre – Planning Inspectorate request for comment on environmental Impact assessment statement. Members noted the scaling down of the proposals but felt same considerations should apply, particularly as the gas pipeline would still be required. Clerk to discuss with Wrexham Planners, before commenting on the lines of above.

 

 98   MEMBERS REPORTS

 

  • Cllr G Williams said that the litter on Clywedog Road North was as bad and asked the Clerk to report it to Wrexham CBC.
  • The Chair said that Cllr Williams had asked him to raise the issue of the sleeping policeman which was not effective. The Clerk to chase up. Cllr Williams also wanted reported that there was a large sink hole appearing in a field close by and were the Council aware of it. Cllr Arthur Reeves said there had been one there for many years, although it had now increased in size. Cllr Morris said he was aware of the hole and that Wrexham were also.
  • Cllr reeves indicated that the grid was now loose again and asked the Clerk to chase it up again.

The next Ordinary Meeting would be on MONDAY 12th May 2014 at 7.00 pm at Abenbury Community Centre.
