MINUTES OF THE MEETING OF ABENBURY COMMUNITY COUNCIL HELD ON 14th November 2016 AT HMP BERWYN
Prior to the meeting commencing Ann Master and Ian Macinnes gave a power point presentation on the Erlas Walled Garden. They covered the history, vision and progress in its development. They stressed that the Project was about people as much as about a garden and gave examples of the various groups who were working with them. The Trust had applied for a grant from the Create Your Space, part of the Big Lottery Funds and were in the last sixteen
They were now seeking support of the Council, along with others and other groups to progress further with their bid.
Members asked a number of questions and gave their whole hearted support to the bid.

Minutes of the meeting held on the 10th October were confirmed and signed as a correct record.
52 MATTERS ARISING
The Clerk reported that he had had responses from the Fire Service and Boundary Commission regarding the representations he had made on behalf of the Council.
He had also obtained more information on a Community Defibrillator. Members discussed the costs and advantages of providing one. It was AGREED that the Chair would approach the owner of the Post Office regarding possible location and in the meantime the Clerk would obtain other quotes. The proposal would be discussed at the next meeting when it could also be discussed with the Prison management.
53 POLICING MATTERS
PCSO Alison Heron submitted the report for October which showed a welcome reduction. There had been 7 crimes and 2 cases of anti-social behaviour in the Holt ward. Two burglaries, one theft from a motor vehicle, one assaults, one theft, one case of criminal damage and one Arson case.
The PCSO also reported on the altered arrangements whereby she would routinely attend only on a quarterly basis. Members expressed their dismay at this and asked PCSO Heron to report this to her superiors. It was also agreed to try and raise this with Wrexham CBC at the Forum as Wrexham made a considerable contribution to the costs of the PCSOs.

Clerk’s Expenses – £95.64
Llangollen Eisteddfod – £50.00
North Wales Deaf Association – £50.00
North Wales Miners Association – £50.00
The Clerk’s time sheet for the second quarter was also signed.
BANK BALANCES
Bank balances were as follows- Current Account – £29,144.90 and Reserve Account – £5,476.15

57 MEMBERS REPORTS
The Chair and Cllr Iris Squire said that they had reported that the street lights on the main road were not working but nothing had happened. Clerk and Cllr Morris to follow up.
